The advertiser-centric offline synchronization service allows a Demand Partner to automatically pull and update all Publisher blocklist data from PubMatic and set up pre-filters in its bidding system.  It is expected that a Demand Partner will periodically poll for updates from PubMatic, so that any Publisher restrictions can be automatically propagated to buyers.
